A plan covers a number of people. Everybody who signs in takes one of them — the office, the floor, the whole shop — and the price is the same whether you fill them or not.
Everybody who signs in takes one of the seats on your plan, wherever they work. The price does not move as you fill them — it is a ceiling, not a meter — and when you reach it you are told and offered the next size up.
Go by the work. A shop printing for other companies is a contract shop; a shop selling its own is a retail shop. Each heading above opens the page saying what that shop gets.
You move up a plan. A feature you have not bought says what it is and which plan carries it, so nothing quietly does nothing.
